About Brown Recycling

Brown Recycling Mfg., Inc. was started by Cecil Brown in the late 1970's, with one employee. They traveled to different states buying catalytic converters, decanning the substrate and selling it to a refinery. In the early 1980's, the muffler shops that were selling the scrap converters started asking if they could buy used converters off the truck. With time, Brown Recycling was established and running well. There had become a great demand for quality used converters at a reasonable price. Brown Recycling was supplying that demand and growing strong.

E.P.A. and C.A.R.B. implemented strict guidelines for testing used catalytic converters. With the installation of the newest, most modern testing facility in the United States, Brown Recycling applied for and was granted exemption from E.P.A. and C.A.R.B. In 1996 OBDII (On Board Diagnostic II) systems were installed on all vehicles. Brown Recycling received E.P.A. and C.A.R.B. OBDI and OBDII exemption to sell used catalytic converters. Brown Recycling now has warehouse distributors from coast to coast.
(Any converters that fail emissions testing are sent to the recovery divisions.)


On or after July 1, 2008, or after 30 days from the date of filing of this subsection with the Secretary of State, whichever is later, no person shall install, sell, offer for sale, or advertise any used, recycled, or salvaged catalytic converter in California.
